Uh..........
For those that can't see it
http://superluigi7900mugen.deviantart.com/art/Luffy-vs-sanji-time-skip-preview-1-animation-flash-349218437
There's actually a lot wrong with it. By FPS do you mean how many frames you've done?
500 FPS isn't even.. it stands for Frames per second. Keep it at 20/25 or 30, depending on what you're comfortable using.
The skewing, the camera, everything isn't sized properly and it looks distorted half the time.

i strongly agree with jayden, i also think that the v-cam was a little too zoomed in certain moments...and the skewing is overdone most of the time.

It still looks weird.
Try lowing down the FPS (feets per second) or adding some more frames in Sanji's idle etc.
The skewing isn't well done, try not adding skewing, it doesn't look good in every movement they do.
Your V-Cam looks strange i guess it had a different seizure than the window of the animation (man I don't know the name >:V ) and you tried to resize it directly no? That's not the way, try resizing the viewfinder to the size of the window. And make the BG bigger, i'm sure i saw the BG repeated at the right of Sanji. Press the Background and press this buttons:
Do all these and it will clearly look way better.
Hope this helped you.

This movement Means Skewing:
But hey, no worries, I know you're not English. You'll get used to the names of all this in its moment

I think you tried to make it as if it was an Anime.
The way you made Luffy's reaction to Sanji's diable Janbe just reminded me of Anime.
I mean Its not a bad thing.
Your Skewing doesn't look right either, try adding some slides too,
When the characters are standing, make sure each pose is 2 frames long, otherwise it looks a little bit fast, try to avoid pauses in your animation and keep the flow going.

As many other have said, the animation has a lot, and I mean a lot of flaws.
Firstly, the v-cam is zoomed in way too much, like, a tremendous amount. You should try and try to capture more of the background and the area around the character, so that we can some room to look around, and not feel too over focused. Also, this attempt at skewing is, and I'm sorry to say this, but disgusting. These movements should actually be done fast, and it's best done frame by frame, meaning, don't use the tweening, just try and customize it yourself, taking advantage of the skewing and what not.
Overall, I mean it was an mediocre attempt, and there's a lot of work to be done, but.. yeah.
