I've already gave out tons and tons and tons and tons of links to amazing programs.

Your best bet would be a tracker software, the ones that they use for making songs for like intros to hacked/cracked software ( < but don't discuss this...)
However it's kinda hard to make good songs with trackers at first but it's an awesome way to make songs if you learn how to.

Well anyway, for NES music there's FamiTracker which is pretty good.
You can download it here : FamiTracker

NerdTracker is available as well. But it's harder to use than FamiTracker, there's no official documentation available, it's for DOS so you only can use your keyboard, aaand they have discontinued it.
Here : NerdTracker

For way more trackers see Woolyss : Woolyss - NES Trackers

Have fun.

Learn how to use trackers.

FamiTracker is easy to use, you just need to read it's Help file and you'll get it.
However I recommend you learn how tracker software works so you can do a lot with other programs later.
